Dr. Julie Trappe

Founding Director

Julie is an independant scholar and expert focusing on the rule of law, transitional justice and EU Policies.

She is a fully trained German lawyer and holds a PhD in Criminal Law. As an academic, she has worked and taught at the University of Heidelberg and at the Max-Planck-Institute for the Study of Crime, Security and Law.

As a practitioner, her focus is on Eastern European Criminal law, Transitional Justice and Rule of Law promotion.

Julie has worked for ten years at the German Foundation for International Legal Cooperation in Bonn, where she was responisble for the bilateral cooperation with Romania and Turkey on behalf of the German Federal Ministry of Justice. At the same time, she was the Coordinator for German EU Twinning Projects in the field of Justice and Home Affairs.

She has extensive project-management experience implementing EU projects and has spent many years working in the Western Balkans, in the context of EU accession and justice reform, with several years’ experience in Kosovo as an advisor to the European Union.

Julie recently trained as a mediator and has a growing interest in incorporating peace mediation in transitional justice and rule of law processes.
